Yep.
I found this the other day. It's a FAQ about the book put together by Susanna Clarke some time ago.
As far as who the author/narrator of this history of Strange Norrell is, well, it's apparently her.
Huh.

Another intersting note she addresses in this Q&A is The Gentleman's desire to make Stephen Black a King of Faerie. You can find it in reply to the question, Q: I'm curious to know if the gentleman with the thistle-down hair is, in fact, the Raven King?
Anyhow, she makes note that there are at least 5 Kingdoms in Faerie; The Gentleman rules one, The Raven King rules another, and Untold-Blessings & Pity Me are two others. So it sounds like The Gentleman wants to make Stephen Black another King, in addition to and not replacing, The Raven King.
for some reason in my head, susanna clark as the narrator of these footnotes really takes away from their impact on the story. i mean obviously she literally writes them, but her writing them from someone else's imaginary point of view would have been ten thousand and one times cooler in my book...
i like how she says it could be somelike her writing in the 1820s, which can give hope to Kate's worry. i like that she is the proclaimed narrator; she makes herself another persona, which i think could totally still be that female witch.
